Dave Meltzer reports in this week's print edition of The Wrestling Observer that if Tito does not re-sign with The UFC, the plan is to do a ten year anniversary rematch with Frank.  Part of the promotion would be Ken "reuniting" with his brother Frank to train him for Tito.  

This would be a huge sell if they actually had TV.  Who knows, maybe by then someone will, and this would be a bigger feather in the cap to start with for a startup promotion than Couture/Fedor.
