Ahh, “cheating” goes on in every single fight: inadvertent punches to the back of the head, grabbing the cage, grabbing the other guys shorts, etc. Just like “cheating” happens in every basketball game: traveling, illegal picks, blocking, goal tending, etc. Just like ’cheating" happens in every soccer game, every football game, every hockey game . . . .
The UFC is a sport. The refs do their best to give both fighters a fair fight. NB, a fair fight is not a perfect fight. We don’t do every fight over because one guy grabbed the cage for a second and prevented a take down. Or hit the other guy in the back of the head or landed a groin shot or poke someone in the eye.

getting away with holding in the NFL is alot different from greasing…holding in the NFL is like grabbing the fence in mma….greasing in mma is like an offensive lineman filling his gloves with quarters and head slapping d-lineman in the NFL…
coming onto the field/court or into the cage/ring with (for lack of better word) a foreign substance or foreign object(s) is very different from an infraction/penalty like holding, offsides, grabbing the shorts, traveling, etc….
just like a baseball player taking HGH is different from stealing signs to get hits…
