The Association of Boxing Commissions, through its President, Tim Lueckenhoff, has formed a nine member committee to conduct a thorough study of the current rule set for professional mixed martial arts to determine what, if any, justification may exist for amendment to the Uniform Rules of Mixed Martial Arts. This committee will also recommend rules for amateur mixed martial arts.
The intent of the ABC and President Lueckenhoff is to find uniformity and unification so that the rules of MMA are the same in each jurisdiction in which this growing sport is authorized.
President Lueckenhoff has announced a committee of:
Chairman Nick Lembo, New Jersey
Jim Erickson, North Dakota
Andy Foster, Georgia
Dale Kilparchuk, River Cree
Keith Kizer, Nevada
Armando Garcia, California
Josef Mason, Colorado
Mike Mazzulli, Mohegan Sun
Bernie Profato, Ohio
The Committee members are strongly encouraged to receive input from their own licensed judges, referees and physicians.
I believe that it is crucial to get input from the fighters. The fighter sub-committee can assist us in our decisions and findings. Therefore, I am announcing a fighter committee consisting of:
Ricardo Almeida
Renzo Gracie
Steven Haigh
Jeremy Horn
Matt Hughes
Tara LaRosa
Pat Miletich
BJ Penn
I am also announcing an industry sub-committee consisting of:
Monte Cox
John McCarthy
Lou Neglia
JD Penn
Joe Silva
Marc Ratner
Jared Shaw
The medical sub-committee will be Chaired by Dr. Sherry Wulkan who will be asked to receive input from other Committee state physicians and Drs. Mark Belafsky and Michael Kelly of NJ. Dr. Stephen Shogun of Colorado and Dr. Johnny Benjamin of Florida have already kindly agreed to participate.
Several members of the mixed martial media arts media have already been contacted, or will be contacted via this e-mail, and have been encouraged to provide me with their thoughts and comments to present to me to share with the Committee. Over 300 others in the industry have been directly contacted and asked to submit comments. All committee Commission members have been freely encouraged to get whomever they wish involved in the process.
Many thanks to these groups for agreeing to assist us.
Upon receipt of the comments, the Committee will then see what we can separate into areas of total agreement, majority agreement, and locate areas of concern or strong differing opinions and attempt to form resolutions.
Thank you for your participation and cooperation in this important task.

Keep stomps, head kicks, knees to the head out
I, for one, am not a fan of stomps, soccer kicks, and knees to the head of a downed opponent. These moves are hard to effectively defend and have a very high risk of serious injury or even death.
Safety aside, I think these types of moves are part of what makes people think MMA is a “brutal” no-holds-barred type of spectacle. Most casual viewers perceive kicking someone in the face when they’re down as a classless cheapshot. I tend to agree.
I was actually thinking about writing a fan post on this topic . . . maybe I’ll have some time to do so soon.
PLEASE !!!!
They do not, studys have been done according to Big John and there are no more injury’s when they are alloweed opposed to when they are not. There were no more serious injuries in all the MMA events in Japan that alloweed Stomps,Soccer Kicks and Knees to the ground then there were in American and othr MMA events that don’t allow them. The only reason Knees to the head are not alloweed in America is for one reason and one reason only back in 2000 at IFC Battleground 2 in Jersey the first sanctioned fight Gan McGee was fighting Brad Gabriel a total mismatch fight that should of never happend he out weighed him buy 75 pounds. Anyways he totaly Kneed the shit out of him on the ground and turned his face into raw bloddy meat the New Jersey Athletic Control Board thought it was horrible and made the board take them out and all states went along with it after that. If not for that we would have Knees today.
Perhaps that's true
You might be right about the risk of injury — I admit that I don’t have the data to prove/disprove that statistically.
Still, I can’t help but feel like certain moves aren’t really legit. Very few people think it’s ok to allow eye gouging, digit or small joint manipulation, biting, etc. They all seem like dirty fighting tactics. I tend to think kicking a downed opponent in the face is similarly dirty, especially in cases where they aren’t able to see it coming (like when a guy is on his hands and knees, facing the mat).
I guess I just don’t find that entertaining. I’d prefer not to see it. It seems clear that several others in this thread disagree with me, though.
Knees
Yeah, but knees to the head of a downed opponent are ok ! Then I want to see what wrestlers would do!
Elbows
I think elbows are worse thar stomps and knees to a downed opponent, for sure !
Knees Now !!!!
I am sending in one thing and that is Knees to the Head of a grounded opponent. I hope to God we see that brought in an real quick it will change fights so much for the better. I am also a fan of stomps and Soccer kicks but It is never going to happen in the U.S we will be lucky to get knees.
Knees to a downed opponents face and side of head should be added.
I don’t care one bit about stomps, it’s not very artsy, although it is martial. As for soccer kicks, I’ve got no problem with leaving them out. But knees to the head, similar in restriction to punches to the head, need to come back immediately.
This thread is showing an amazing display of solidarity on the subject, what with these being the intertubes and all.
There is no such thing as innocence, only degrees of guilt.
I think that the new unified rules that they wrote but didn’t do anything with were very well done, except for weightclasses.
So, no knees, kicks, stomps to head of downed opponent. Downward pointed elbows ok, just not in the defined no-hit zone. No smothering, no foot stomps. I like the mohawk definition of back of the head (only because there are situations where it would be almost impossible to mount any offense with the headphone definition).
Keep amateurs on the rules they’re on.
Where's Bas?
They didn’t invite Bas Rutten? That’s messed up, I’m sure he can convince the committee to take elbows out and bring the knees to the head in.
how about after the fact rulings, like making Anthony Johnson’s tko via eye poke a no decision or even a DQ.
"The bigger the cushion, the sweeter the pushin'"
+1
Some uniformity in the judging would be nice, in general, but even boxing hasn’t achieved this so I won’t hold my breath.
Would this be an inappropriate place to discuss why judges aren’t required to vote their results immediately after the round, and then display those results to the crowd? I can see a few potential problems with this, but none of them are dealbreakers.
